Ubiquitous Information Society Advisory Board

The Ubiquitous Information Society Advisory Board  is chaired by Ms Suvi Lindén, Minister of Communications. The Board has around 40 members from the involved Ministries, public administration, NGOs and business life.

 

The Advisory Board aims to transform Finland into an internationally recognized, competitive, competence-based service society with a human touch.

 

Measures will be taken to facilitate access to daily services, improve competitiveness and productivity, promote regional and social equality and secure the availability and quality of public services.

 

It is the task of the Ubiquitous Information Society Advisory Board to ensure that the national information society strategy drawn up in the previous government term will be put into practice.

 

Duties of the Advisory Board

The Advisory Board has the duty to:

  • draw up an action plan for the national information society strategy;
  • monitor and coordinate the implementation of the action plan;
  • accommodate the measures of the action plan and ensure that they are consistent with one another;
  • maintain cooperation with other players in the information society development;
  • integrate and coordinate information security work in the information society;
  • promote the introduction and development of reliable electronic identification systems;
  • promote the copyright system from the viewpoint of the information society;
  • take new initiatives to speed up the national information society development;
  • monitor the information society development at international and EU level; and
  • report annually to the Government about the implementation of the action plan.

Themes of the action plan

The action plan by the Advisory Board, and the related projects, are linked with five extensive themes:

  • Basic requirements for the information society
  • Information society infrastructure
  • Innovation environment and markets
  • Contents and services
  • Skills and potentials

Six working groups in the Advisory Board

The work within the Ubiquitous Information Society Advisory Board is carried out in six working groups. Members have been invited from government bodies, municipalities, enterprises and various associations and NGOs.

 

The task of the Information security working group is to outline a new national information security strategy and coordinate its implementation. The working group’s term of office will last from 1 September 2007 to 28 February 2011.

 

Electronic identification development group aims to promote common electronic identification systems for the public and private sectors. The group will convene from 1 September 2007 to 28 February 2011.

 

The task of the working group on Electronic Invoicing is to accelerate the electronic invoicing in the public and private sectors and introduce it to consumers.

 

Media forum for children and young people assesses the role of the media and Internet in everyday life of children and young people. The Forum will increase their skills to work in electronic communication environments. It will also find ways to reduce the adverse effects of electronic communications on children and young people.

 

The group on Utilising the benefits of ICT in teching and studying develops a new electronic learning environment.

 

A working group on economic and industrial policies in electronic communications examines the businesses operating in the sector. The group will submit a proposal on how the electronic communications sector and markets could be supported and developed. The working group’s term of office will last from 1 February 2008 to 30 September 2009.
